Approximately two weeks ago, we notified campus of a new final rule by the U.S. Department of Homeland Security (DHS) that changes how many F-1 students and J-1 exchange visitors are admitted to and maintain status in the United States. The rule is scheduled to take effect on September 15, 2026. 

This rule changes how long students and scholars may remain in the U.S. and whether they can extend their stay. These changes also affect if and when F and J students and scholars are permitted to change their educational objective after they begin a program of study. 

We understand that many faculty and staff have questions about what these changes will mean for their students and programs. Here are four steps that you can take to learn more and support students:

1. Please do not provide immigration advice and continue direct students to International Student and Scholar Services (ISSS) for support and to schedule a virtual or in-person advising session.
2. Please review our new webpage for the latest information and answers to many frequently asked questions.
3. Join us for a webinar and live Q&A on August 12, 10 - 11 a.m. If you cannot attend, a recording of the presentation will be posted on our website.
4. Directors of Graduate Studies and other faculty and staff engaged in graduate education should contact Ana Rodríguez-Rodríguez, Associate Dean for Academic Affairs in the Graduate College, with questions about academic programs. 

ISSS will communicate directly to students affected through their university email and post updates to our website. We will continue to reach out to you with updates and resources for you and your students.
